Yes, a 50m pool facility would be preferable for competitive swimming, but it can also be used for leisure purposes and one of the advantages over a 25m pool is that it could be divided into 2 x 25m and possibly be used for both purposes AT THE SAME TIME so public swimming and competitive swimming clubs/school swimming would not need to compete for pool time as they do now.
50m pools are mainly designed and provided for competition and training purposes. In general this use prescribes temperature and water conditions which would not be suitable for young children, older people or swimming lessons for children. As such it would have limited ‘leisure’ value. Whilst it is feasible that 50m pools can, and in some cases are, split up using booms and moveable floors within the pool tank, it does not mean that it would be feasible to adjust the environmental conditions to suit all needs on a regular basis.
Currently the regional ASA development plan does not identify Lincoln as a priority for a 50m pool. Dialogue with the regional ASA has suggested that water space for clubs would be sufficient if better collaboration between competitive clubs was established.
Any additional provision of water space within Lincoln will undoubtedly have a positive benefit to all users and free up space for clubs.
The 2.5% increase in the council tax and cost savings by the council services is not a priority at this point in time to the people who live in the Park Ward Area of Lincoln who can look forward to a life expectancy 10 years less than residents in other parts of the city and a much poorer quality of life.
As you may be aware, we have participated in numerous surveys, community travel zone workshops, residents meetings and citizens’ panels in the hope of preventing further decline of the Park Ward area of Lincoln. At all meetings Portland Street residents have consistently had a large presence and the major concern at every meeting are documented as traffic, the impact of traffic, the poor air quality, crossing the road, accessing the shops and the effect on health and life expectancy.
Whilst the impact and volume of traffic has been acknowledged both by the City Council and the County Council, the air quality, life expectancy and other health problems have also been identified; all we ever see however, are traffic schemes in other parts of town which push more traffic through Portland Street. We are now coping with 600 cars an hour between seven in the morning and seven at night and many HGV vehicles are ignoring the weight restriction on Portland Street adding to the chaos. In addition we now have buses travelling along Portland Street at a rate of 22 an hour starting just after 6.30 am with last buses returning to the depot at 11.50 pm.
This is an intolerable situation as sleep deprivation and noise impact are recognized as contributing to some of the health problems that are so prevalent in Park Ward. We would like the enclosed documents to be our contribution to the City of Lincoln Master Plan (Planning Our Future Together) in the hope that a satisfactory solution to the problems that were identified in 1998 Plan will be resolved by the Master Plan 2010.
It is all very well promoting the eastern by-pass and the east/west link road but until these happen, those of us living in the Portland Street area have to put up with constant heavy traffic mainly accessing Great Northern Terrace.
This was bad enough when we only had to contend with traffic going to the Recycle Centre, moving scrap metal across the city, using the overmight HGV parking and bus depot, but since Stagecoach have re-routed service buses to avoid the level crossings the situation has become much worse.
It is now difficult and dangerous to cross the street with increased pollution combned with noise and vibration caused by the extra vehicles.
What we need is some way of forcing Stagecoach to run their services as they were registered and not just for their own convenience.
The issue of Stagecoach routing their services along Portland St is one that Lincolnshire County as passenger transport authority are best placed to advise on.
The City Council is working with the County Council and other partners to bring forward a new east-west link road which will seek to address the issues of access to Great Northern Terrace.
The council will continue to work with the local community to find ways to regenerate the local area and mitigate the impact of traffic and improve air quality.
